VA Aid and Attendance Program Overview

The U.S. Department of Veterans Affairs (VA) Aid and Attendance (A&A) program is a specialized benefit designed to assist eligible veterans, and their surviving spouses, in covering the costs associated with personal care services, including home health care. This program is particularly important for veterans who require assistance with daily living activities and prefer to receive care at home rather than move into a nursing facility. The Aid and Attendance benefit is an enhancement to the VA pension. It provides additional monthly payments to qualified veterans or surviving spouses who need help with routine activities such as bathing, dressing, eating, mobility, and medication management.

Application Process: Veterans must apply for Aid and Attendance benefits through the VA by submitting the appropriate forms and medical evidence. Global Care Veterans Services can help Veterans and their families with the application process. Processing times can vary, so early application is encouraged.

Eligibility

Eligibility for the Aid and Attendance benefit is based on three main factors: financial, medical, and service time of the veteran.

It is always best to check with Global Care Veterans Services to see if you are eligible, even if you think you might not qualify.

1. Military Service Requirements

Honorable Discharge
90 days of consecutive military service with at least 1 day served during a recognized war period (service in a combat zone or overseas is not a requirement)

2. Medical Need

The Veteran needs help with at least one daily activity or needs help remembering to do daily activities

Bathing
Dressing
Eating
Mobility and transferring
Using the bathroom

OR the veteran must be:

Bedridden (due to disability or illness).
A resident of a nursing home due to mental or physical incapacity.
Have severely limited eyesight (corrected visual acuity of 5/200 or less in both eyes).

3. Financial Requirements

Income Limits: The veteran’s household income (income minus medical expenses) must fall below the Maximum Annual Pension Rate (MAPR) set by the VA.
Asset Limits: The VA evaluates the veteran’s net worth, including savings, investments, and property (excluding a primary residence and a reasonable amount of land).

Note: Widowed spouses of eligible veterans may also qualify if they meet the clinical and income requirements and have not remarried.

VA Recognized Wartime Periods

To qualify for the Aid and Attendance benefit, a veteran must have served at least one day during one of the following wartime periods:

Mobility

Assistance with safe movement and daily activities. This includes help with walking, transferring from bed to chair, using mobility aids, exercises to maintain strength and balance, and preventing falls. HHAs support clients in maintaining independence and improving overall mobility at home.
